General Design Parameters. Public Health Design Parameters. (11) Disposal sites <br />shall be desi ned in such a manner as to minimize the propagation or <br />harborage of flies, rodents or other vectors, and the creation- of nui: <br />sances b reason of solid wastes be n, deposited at the site. Weight/Volume Records. Each site operator shall main- <br />tain records of weights or volumes accepted in a form and mariner <br />approved by the Enforcement Agency. Such records shall be accurate <br />to within 10 percent and shall be adequate for overall planning pur- <br />poses and for the specific purpose of forecasting the rate of site filling. <br />17637. Subsurface flecords. All site operators shall maintain ade- <br />quate records regarding length and depths made in natural <br />terrain where fill will be placed, to ether w= eduetpth to the g -round - <br />water table. He shall also adequatefly record other cuts which may affect <br />the safe and proper operation of the site or cause damage to adjoining <br />properties. <br />17638. Specia Occurrences. (H) Each operator of a site accept- <br />ing an average of 100 or More C11biC yards of wastes per operatinz (lay <br />shall mainta,in a log of the following information: fires, earthslides, <br />unusual and sudden settlement, injury and property damage accidents, <br />explosions, discharge of hazardous or other wastes not permitted in the <br />class of site involved, flooding, and other unusual occurrences. <br />17639. Inspection of Records. The records shall be open to in- <br />spection by authorized representatives of the Enforcement Agency, th'a <br />local health entity and other duly, authorized regulator)- and enforce- <br />ment agencies during normal business hours. <br />
