LAFC 19-84 Page 2 <br />The purpose of the annexation is to allow city jurisdiction <br />over the city -owned property and to allow the property to <br />be removed from the property tax roll. Since the property <br />would be removed from the tax roll, no property tax transfer <br />would result. <br />Considering that no new development or change in use would <br />result from this proposal, the annexation qualifies for a <br />Class 19 exemption under the State CEQA Guidelines. <br />CONCLUSION: The proposal is consistent with Countv Land <br />Use Plans and the Commission's Guidelines. It <br />meets all conditions necessary for city annexation of non- <br />contiguous territory. <br />RECOMMENDATION: The following determinations are recommended: <br />1. Approve the proposal with the boundary description as <br />approved by the County Surveyor. <br />2.
