St. <br /> Sacramento, CA 95816 <br /> From STATE SOLID <br /> Subject: Tentative Waste Discharge Requirements for City of Stockton, Austin Road <br /> Class II:2 Disposal Site, San Joaquin County. <br /> The following comments are offered regarding the subject tentative waste <br /> discharge requirements: <br /> 1. This site is currently the subject of a proposed solid waste <br /> facilities permit to be issued by the San Joaquin Local Health <br /> District. That permit will require the facility's compliance <br /> with the State Minimum Standards for Solid Waste Handling and <br /> Disposal. This Board has concurred with the proposed permit. <br /> 2. Item A.101 deals with the control of windborne litter. This <br /> issue is addressed by the Minimum Standards cited above, and <br /> control of blowing paper will thus be required. Blowing paper <br /> does not appear to be a water quality concern, and we question <br /> the propriety of this item in the waste discharge requirements. <br /> 3. Item A.16, dealing with the migration of methane gas, likewise <br /> is addressed by the Minimum Standards, and control will be <br /> required where necessary. Again we must question whether the <br /> issue of methane gas generation and migration is properly a <br /> water quality concern. <br /> Thank you for the opportunity to review and comment upon these <br /> proposed waste discharge requirements.
