Those :present were Ron Valinotir <br /> R.S., and Bernie Vlach, SSWMB. <br /> 10/18/77 Foothill Landfill (B.V., R.V•) <br /> A message was received early in the morning that the dump was burning. <br /> A plume of black smoke was visible several miles from the site as we approached <br /> from the west on Highway 26 near Bellota. Upon entering the dump and identifying <br /> ourselves we were told the site has been closed by the U.S. Forest service. No <br /> attempt was being made to control the flames which were consuming a mass of refuse, <br /> and spreading rapidly. One fire hose was visible, in a stationary position, <br /> propped beteeen two tires. Black smoke, eminating from burning tires, was rising <br /> from the flames. One`caterpillar,unmanned but running, was parked near by. <br /> Gross inadequacies observed were: <br /> 1) inadequate design creating a public nuisance and a danger to public <br /> safety (9 17629) <br /> 2) inadequate numbers of qualified personnel to deal effectively with <br /> special oeeurences (917646, 17618, 17647) <br /> 3) Failure of operating and maintenance personnel to wear and use approved <br /> safety equipment (517670) <br /> 4 Unconfined off—loading -of solid wastes (517676) <br /> 5 Failure to form closed—cells 0517677) <br /> 6 Inadequate grading and cover of intermediate and final slope faces <br /> (917675, 17681 , 17685) <br /> 7 insufficient cover material available (917681) <br /> 8 insufficient,infrequent daily cover (§17682) <br /> 9 Unconfindd storage -of salvaged tires creating a nuisance and fire hazard <br /> 917690) <br /> 10) inadequate control of nuisances & fires creating a public health and <br /> safety hazard 017701, 17703) <br /> ll inadequate control of dust 017706) <br /> 12 inadequate gradiniz of fill surfaces to control surface run—off 017710) <br /> 13 inadequate litter control measures (917711) <br /> 14maintenance of a pohd creating a site for vector propagation <br /> 017715) <br /> 15) inadeate equipment in quality & quantity to perform the necessary <br /> work 017726) <br /> 16) unava ability of standby equipment for special occur.ences (017727) <br />
