LEAs are agents of <br /> the state and responsible for enforcing state solid waste laws <br /> and regulations within their jurisdiction. This responsibility <br /> includes issuing solid waste facility permits, inspecting <br /> facilities, and taking appropriate enforcement actions when State <br /> Minimum Standards or permit conditions are being violated. <br />
