R E CL <br /> MAR I Irl <br /> Emcon ENVIRONMENTAL HEALTH <br /> A S S 0 C I A T E S PERMIT/SERVICES <br /> Consultants in wastes <br /> I <br /> Management and March 1, 1991 <br /> Environmental Control <br /> Mr. Stephen Chen <br /> Deputy Director <br /> Public Works Department <br /> City of Stockton <br /> 425 North El Dorado Street <br /> Stockton, California 95202 <br /> Re: Austing Road Landfill Permit Revision <br /> Dear Stephen: <br /> Following is a summary of the results of our meeting with Ed Padilla and <br /> Jerry Wickes of San Joaquin County Health Department regarding the ap- <br /> plication for a permit revision for the Austin Road Landfill. Also attending <br /> this meeting were Jim Giottinnini, Director of Public Works, city of <br /> Stockton; J.C. Isham, EMCON Associates (EMCON); Stephen Chen, city <br /> of Stockton; and John Boss, EMCON. <br /> 1. Ed Padilla indicated that the California Integrated Waste <br /> Management Board (CIWMB) was concerned about the <br /> recirculation of landfill gas condensate into the landfill. He <br /> indicated that Pacific Electric had reported that approxi- <br /> mately 60 to 120 gallons per day of condensate were <br /> reinjected into the landfill. According to Mr. Padilla, the <br /> CIWMB wants to prohibit this recirculation, and has <br /> indicated that this is a violation of the permit as part of its <br /> last inspection. Mr. Padilla agreed to research what basis <br /> was used for considering this to be an operating permit <br /> violation. (Note: John Boss investigated this further and <br /> found that the violation was for leachate control due to the <br /> detection of ground-water contamination.) <br /> The landfill gas extraction system operator received <br /> approval from the Regional Water Quality Control Board <br /> (RWQCB) for this activity.
