The operator <br /> shall comply with all terms and conditions of the permit. <br /> PRC No significant change in design or operation except in conformance with approved solid waste facilities permit(SWFP). Application filed with LEA for <br /> modifications in design or operation of facility at least 120 days in advance of date proposed modification to take place. <br /> TITLE 14,CCR <br /> 17856 LO-Agricultural material composting operation which uses agricultural commodities and clean green material shall not sell or give-away more than 1,000 cubic-yards <br /> of compost per year. (Note: 17856(6)states, 'Compost produced by an agricultural material composting operation which uses only agricultural commodities may be sold <br /> or given away without restriction.') <br /> 17863-Composting facility that requires a standardized or full SWFP shall file an RCSI with the EA:if the permitted feedstock is altered,the EA mast be notified. <br /> 17865(a-Operations and facilities located atop closed landfills shag meet postclosure land use requirements; Mb operations and facilities sited on intermediate cover shall <br /> locate operations areas on foundation substrate that is stabilized. <br /> 17866-0perations and facilities shall be designed so that the operational requirements in Article 6 can be complied with,designed by engineers and other professionals, <br /> design based on appropriate data,and the design of a facility which requires a Standardized or Full Permit shall accompany the RCSI. <br /> 17867-0perations and facilities shall: (a)(1)not process mammals,except from residential sector or food service industry; Jq0 minimize vectors,odors,liner,hazards, <br /> nuisances,noise,and dost,particulates,and pathogens;WM conduct random load checks for co LIX41 prevent contamination of compost that has undergone <br /> pathogen reduction with materials that have not;JIM prevent unauthorized human or animal access; a)(6)control traffic now,and Laj,Q post legible signs at all public <br /> entrances. (b)Facilities shall provide fire prevention, <br /> protection,and control measures,including temperature monitoring of windrows,adequate water supply,isolation of potential ignition sources from combustible materials, <br /> a firelane of 12 feet at minimum,and telephone or radio communication. <br /> 17868.1-Operations that sell or give away greater than 2,500 cubic yards of compost annually and all facilities shall: take and analyze a composite sample of compost <br /> product,in the manner indicated in this section,to verify that metal Concentration limits are not exceeded and pathogen reduction requirements have been met. An <br /> operator who composts green material,animal material,or mixed solid waste shall take and analyze out composite sample for every 5,000 cubic-yards of compost <br /> produced. An operator who composts sewage sludge shall meet the sampling schedule described in Table 1 of this section. <br /> 17868.2-Compost product that exceeds the maximum acceptable metal concentrations shall be designated for disposal,additional processing,or other use as approved by <br /> the appropriate agencies. <br /> 17868.3(a)-Compost product that exceeds the maximum acceptable pathogen concentrations shall be designated for disposal,additional processing,or other use as <br /> approved by the appropriate agencies. ,(x(11 Fecal coliform in compost shall be less than 1,000 Most Probable Number per gram of total solids(dry weight basis)or the <br /> density of Salmonella sp.bacteria shall be less than three(3)Most Probable Number per four(4)grams of total solids.fl�M Enclosed or within-vessel operations and <br /> facilities shall maintain compost at a temperature of 55 degrees Celsius(131 degrees Fahrenheit)or higher for a pathogen reduction period of 3 days and(b)(2)(A)submit <br /> a system-specific temperature monitoring plan with the permit application to meet these requirements. fl2L13 Windrow comms—ting-active compost shall be maintained <br /> under aerobic conditions at a temperature of 55 degrees Celsius or higher for a pathogen reduction period of 15 days. During this period,the windrows shall be turned a <br /> minimum of five(5)times. al U4 Aerated static pile-all active compost shall be covered with 6 to 12 inches of insulating material and maintained at a temperature of 55 <br /> degrees Celsius for a pathogen reduction period of 3 days. W Alternative methods of pathogen reduction may be approval by the EA if time EA determines that the <br /> alternative method will provide pathogen reduction equivalent to this section. M Monito=-Each day during due pathogen reduction period,at least one temperature <br /> reading shall be taken every 150 feet of windrow or every 200 cubic-yards of active compost,or function thereof. Windrows and agitated bays shall be monitored 12 to 24 <br /> inches below the pile surface. Aerated static piles shall be monitored 12 to 18 inches from the point where the insulation cover meets the active compost. <br /> 17868.4-Feedstock is considered clean green material if the following are met:Lal feedstock undergoes load checking to ensure physical contaminants are no greater than <br /> 0.5 percent of total weight,including visual observation of incoming waste loads and load sorting to quantfy the percentage of ;load sorting shall be <br /> performed one a minimum of one percent of daily incoming material volume and number of vehicle loads,or at least one truck per day,whichever is greater,Mb the metal <br /> concentration limits of Section 17868.2 are not exceeded;jcJ facility personnel ane adequately wained to perform these activities;M agricultural material composting <br /> operations obtain records demonstrating compliance with this Section. In accordance with 17852(k), 'Clean Green Material'horst be processed by a permitted solid waste <br /> facility to reduce contammation and include tree and landscape trimming materials that have never been combined with other waste materials.
