We conducted <br />inspections of the leachate seepage area on 9 May 1996, and on 18 June 1996. In both cases there was <br />no doubt that leachate was surfacing. The ground in the area was very saturated, however no distinct <br />flow was evident. While we have no problems with your current procedures for controlling the leachate <br />able to contain the leachate in the area during heavy rainfall. The City should develop a specific strategy <br />describing how leachate generated during the wet season will be managed to prevent any flows off-site <br />or into the storm water retention basin. Additionally, we recommend that a site assessment be ated <br />to determine the source of the leachate. Based on your findings, a proposal for corrective action should <br />be submitted for our review. <br />Your proposal to transport the leachate to the City's treatment plant for disposal is acceptable. As per <br />your recent telephone conversation with Arnie Inouye of my staff, we are awaiting your submittal of the <br />sampling results on the leachate in compliance with the waste discharge requirements. <br />WILLIAM J.
