WASTE DISCHARGE REQUIRETvIENTS <br />FOR CITY OF STOCKTON <br />AUSTIN ROAD LANDFILL FACILITY <br />CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />7. The landfill expansion provides about 53 years of additional landfill capacity in LF -2 and <br />LF -3. An average of 1,160 cubic yards of waste will be discharged each day. The <br />Discharger proposes to construct a liner over LF -1 prior to filling LF -3. <br />-2- <br />8. The Discharger proposes to construct LF -2 and LF -3 in compliance with the Federal <br />Resource Conservation and Recovery Act, Subtitle D regulations for solid waste landfill <br />design. A leachate collection system, including a composite impermeable liner and a <br />system of trenches and piping, will be provided to collect and transport leachate to a <br />leachate holding facility, where it will then be transported by tanker truck to a wastewater <br />treatment facility. <br />9. The Discharger proposes to relocate South Littlejohn Creek during construction of <br />Phases I through IV. <br />10. The Discharger proposes to continue to discharge municipal solid waste from the City of <br />Stockton for disposal in the Class III Landfills. These wastes are classified as <br />'nonhazardous solid waste' or 'inert waste', using thi crit 6ria set forth in Chapter 15. The <br />discharge rate is approximately 525,000 cubic yards (150,000 tons) per year. <br />11. Methane gas will continue to be collected and used in a power plant, developed by Pacific <br />Energy in 1986. The power plant produces up to 760 kilowatts per hour of electrical <br />power, which is sold to Pacific Gas & Electric (PG&E) under a long-term agreement. <br />This project is covered by separate V*TDRs. <br />12. The Discharger proposes to site a composting facility north of LF -1. This future facility <br />would contain'r.eceivIlig and short term storage areas a greenwaste sorting area, a mixing <br />area, windtoWl, <br />MP g curing areas, st6rigg"Afid loading areas for the composted <br />material, and an equipment area. In 2010, the anticipated collection quantity of sludge and <br />6k &N,"C60i6nt'per year, respectively. <br />greelmaiki i% 1W S$bf--�y <br />111 Mel I' <br />13. Land within 1000 feet of the facility is used for agricultural and landfilling activities to the <br />south; the Northern California Youth Center to the north; and the Pacific Energy methane <br />gas recovery system on the west end of the site. <br />
