EI Dorado Street <br />Stockton, CA. 95201 <br />Re: Austin Road Landfill #39 -AA -0001, Quarterly Gas Monitoring. <br />Environmental Health Division (EHD) received the Austin Road Landfill (ARL) Quarterly <br />Gas Monitoring Report, which indicates that the Lower Explosive Limit (LEL) was <br />exceeded in monitoring wells #3 & #6. This letter is intended as a reminder that Sub <br />Title "D" section 17258.23 (2)(c) requires that if methane gas levels exceeding the <br />limits specified in section 258.23 are detected, the owner or operator must: <br />1. Immediately take all necessary steps to ensure protection of human <br />health and notify the California Integrated Waste Management Board. <br />2. Within seven days of detection, place in the operating record the <br />methane gas levels detected and a description of the steps taken to <br />protect human health. <br />3. Within 60 days of detection, implement a remediation plan for the <br />methane gas releases, place a copy of the plan in the operating record, <br />and notify the CIWMB that the plan has been implemented. The <br />plan shall describe the nature and extent of the problem and the proposed <br />remedy. <br />More evidence is needed to support the City of Stockton's position that gas migration <br />cannot occur due to the "hydraulic barrier" adjacent to the soil probes. This <br />Department does not agree with the City of Stockton's position that public health and <br />safety is not endangered when the LEL is exceeded. A plan to control the gas at <br />these wells must be submitted to this Department, as required by section 3 (above), <br />within the appropriate time frames as set forth in regulations. The landfill is now, and <br />shall continue to be in violation of section 17258.23. Please provide all necessary <br />documentation within fourteen (14) days. If these deadlines pass without being <br />properly addressed it may be necessary to escalate enforcement action to protect <br />public health and safety. <br />A Division of San Joaquin County Health Care Services <br />
