Box 2009 <br />Stockton, California 95201 <br />Dear Mr. Padilla: <br />Health Specialist <br />Services <br />Subject: Alternative Daily Cover for the Austin Road Landfill, <br />San Joaquin County, Facility No. 39 -AA -0001 <br />California Integrated Waste Management Board [Board] staff have <br />reviewed the proposal submitted by the City of Stockton <br />Department of Public Works requesting that green waste be <br />considered for use as an alternative daily cover [ADC] for the <br />Austin Road Landfill. The operator of the facility began a one- <br />year demonstration project using Covertech C-440, a geotextile <br />blanket, as an ADC on October 11, 1993, with completion scheduled <br />for October 14, 1994. <br />The primary purpose of the demonstration project is to monitor <br />and collect data on the performance of the ADC to verify <br />compliance with the regulatory requirements. The San Joaquin <br />County Environmental Health Division has committed to monitor the <br />demonstration project for compliance with the performance <br />standards for daily cover specified in Title 14, California Code <br />of Regulations [14 CCR], Section 17683.
