Hunt <br />In accordance with our telephone conversation of December 1, 1994, <br />enclosed is a copy of the materials in the City of Stockton <br />("City") Public Works Department file concerning the disposal of <br />the alleged contaminated demolition debris at the City's Austin <br />Road Landfill. As you will note, this file did not contain an <br />extensive amount of material. <br />I met with both Stephen Chen and Mike Miller of our Public Works <br />Department, and confirmed that the location where the demolition <br />debris was dumped has been identified and isolated. They indicated <br />that about four (4) loads of other waste matter had been dumped on <br />top of the debris prior to isolation of the site. In addition, <br />there is an approximate one -foot thick layer of "daily cover" dirt <br />on top of this, as is required by health' and safety laws. Both <br />Stephen and Mike indicated that the potential for removing the <br />materials on top of and around the debris is good, and that <br />sampling of the debris could be accomplished. They both estimated <br />that it would take about one day in labor to expose the material. <br />I also clarified with them that the state was not involved in the <br />sampling of the other building on the EPA site, but that it was San <br />Joaquin County Environmental Health Representative Raju Mathew <br />directing the On -Site Manager Brad Shipley where to sample. <br />Subsequent conversations between Mr. Shipley and our personnel <br />indicated that this sampling was probably not representative of the <br />debris that was shipped to the landfill. However, since some <br />material was contaminated, as evidenced by the sample results, <br />there is a potential that the debris may also be contaminated. <br />Therefore, in order to protect the City, we must preliminarily take <br />x <br />
