The owner or operator must notify the Board when the documents have been placed in <br />or added to the operating record, and all information contained in the operating record <br />must be furnished upon request to the board or be made available at all reasonable times <br />for inspection by the board. <br />6) All owners and operators of MSWLF units are required to cover disposed solid waste <br />with six inches of earthen material at the end of each operating day or more frequently <br />to control disease vectors, fires, odors, blowing litter and scavenging unless other <br />alternative materials are approved by the Board. <br />Alternative material may be approved by the board if the owner or operator demonstrate <br />that the alternative material and thickness control disease vectors, fires, odors, blowing <br />litter and scavenging without presenting a threat to human health and the environment. <br />Alternative cover programs require weekly inspection, fly survey and rodent survey <br />during the demonstration period. <br />7) The owners or operators of all MSWLF units must complete closure activities of MSWLF <br />units in accordance with the approved closure plan within 180 days following the <br />beginning of closure as specified in Section 17763.
