Page 6 of 6 <br /> V A C V = VIOLATION A = AREA OF CONCERN C = COMPLIANCE <br /> 14 CCR 17682 Daily Cover <br /> At the west end of the current lift (active face) , exposed waste was observed from previous <br /> operating days. It appears that ample cover material had been used; however, it was not <br /> adequately dispersed. Further, at the future winter tipping area small amounts of buried <br /> wastes had been unearthed during the construction phase of this winter pad (approximate 70 <br /> feet by 100 feet) . Pursuant to this section, in order to effectively prevent propagation or <br /> attraction of flies, rodents, or other vectors; to control landfill fires; to prevent the <br /> creation of nuisances, cover material compacted to a minimum of six (6) inches shall be <br /> placed on all surfaces of compacted wastes, daily. <br /> 14 CCR 17708 Drainage/Erosion <br /> At the site's south slope, a few eroded areas were observed, some showing exposed wastes <br /> (furniture, metals) . Although the operator has corrected much of the past erosion which <br /> occurred during this past year's rains, these other areas needs prompt attention. Pursuant <br /> to this section, adequate drainage shall be provided. If erosion occurs, it shall be <br /> promptly repaired with steps taken to prevent further occurrence. <br /> Summary: The overall condition and appearance of the Austin Road Landfill Site was good <br /> ,and greatly improved from past State inspections. Although there were no violations of the <br /> State Minimum Standards noted during this inspection, the operator should focus on the <br /> "Areas of Concerns" to ensure these issues do not escalate to violations. A permit revision <br /> is under way to address the significant changes as noted by the LEA. <br /> Associate Waste Management Specialist-10— <br />
