SECTION 1.0: ALTERNATIVE CHIPPED GREENWASTE COVER
EVALUATION
1. 1 SELECTION OF ALTERNATIVE COVER
The City of Stockton is proposing the use of an alternative
cover material at the City's Austin Road Landfill.
This alternative cover material was chosen because the city
generates over 30, 000 tons of "greenwastell yearly. Greenwaste
includes leaves, grass clippings, shrubbery and tree clippings
and comprise 16. 7% of the 180, 000 tons waste generated within
the City of Stockton in 1992 .
The use of an alternative cover will conserve soil material
and also reduce dust pollution resulting from transporting on-
site soils for daily cover.
1.2 FUNCTIONAL PRIORITIES RANKING
A numerical ranking of the functional priorities of cover is
given in the CIWMB document "Procedural Guidance for the
Evaluation of Alternative Daily Covers. " The functional
priorities at the Austin Road Landfill site are ranked in the
same order as the CIWMB document. The ranking is as follows:
1. Minimize vector breeding areas and animal attraction
by controlling:
a. Fly, mosquito and other insect emergence and
entrance
b. Rodent burrowing for food and harborage
C. Bird and animal attractiveness
2 . Control waste movement to:
a. Minimize moisture infiltration
b. Minimize erosion
3 . Minimize fire hazard potential by:
a. Controlling movement of atmospheric oxygen
b. Providing cell barrier walls
C. Being inflammable
4 . Site Aesthetics:
a. Minimize blowing paper and litter
b. Control noxious odors
3
