SECTION 1.0: ALTERNATIVE CHIPPED GREENWASTE COVER <br /> EVALUATION <br /> 1. 1 SELECTION OF ALTERNATIVE COVER <br /> The City of Stockton is proposing the use of an alternative <br /> cover material at the City's Austin Road Landfill. <br /> This alternative cover material was chosen because the city <br /> generates over 30, 000 tons of "greenwastell yearly. Greenwaste <br /> includes leaves, grass clippings, shrubbery and tree clippings <br /> and comprise 16. 7% of the 180, 000 tons waste generated within <br /> the City of Stockton in 1992 . <br /> The use of an alternative cover will conserve soil material <br /> and also reduce dust pollution resulting from transporting on- <br /> site soils for daily cover. <br /> 1.2 FUNCTIONAL PRIORITIES RANKING <br /> A numerical ranking of the functional priorities of cover is <br /> given in the CIWMB document "Procedural Guidance for the <br /> Evaluation of Alternative Daily Covers. " The functional <br /> priorities at the Austin Road Landfill site are ranked in the <br /> same order as the CIWMB document. The ranking is as follows: <br /> 1. Minimize vector breeding areas and animal attraction <br /> by controlling: <br /> a. Fly, mosquito and other insect emergence and <br /> entrance <br /> b. Rodent burrowing for food and harborage <br /> C. Bird and animal attractiveness <br /> 2 . Control waste movement to: <br /> a. Minimize moisture infiltration <br /> b. Minimize erosion <br /> 3 . Minimize fire hazard potential by: <br /> a. Controlling movement of atmospheric oxygen <br /> b. Providing cell barrier walls <br /> C. Being inflammable <br /> 4 . Site Aesthetics: <br /> a. Minimize blowing paper and litter <br /> b. Control noxious odors <br /> 3 <br />
