Box 2009 <br /> 1601 East Hazelton Avenue <br /> Stockton, CA 95201 <br /> SUBJECT: AUSTIN ROAD LANDFILL, SWIS NUMBER 39-AA-0001, <br /> ALTERNATIVE DAILY COVER <br /> Dear Mr. Valinoti : <br /> The staff of the California Integrated Waste Management Board <br /> (CIWMB) has reviewed the proposal submitted by the City of <br /> Stockton' s Austin Road Landfill requesting that Covertech•C-440, <br /> a synthetic blanket, be considered for use as an alternative <br /> daily cover at the landfill . <br /> Based on the review of the proposal and the facility file, we <br /> have determined that a demonstration project may commence for a <br /> one year period subject to the following conditions : <br /> 1 . A commitment must be made, on your part as the Local <br /> Enforcement Agency (LEA) , to monitor the demonstration <br /> project for the criteria at the frequency specified in Title <br /> 14 , California Code of Regulations (CCR) , Section 17683 . <br /> The results must be documented and reported to the CIWMB. <br /> 2 . A schedule for conducting the demonstration project must be <br /> submitted to the CIWMB and the LEA prior to commencement of <br /> the study. The schedule should include initiation and <br /> completion dates for the study, a list of parameters that <br /> will be measured, and approximate time frames in which the <br /> measurements will be taken. The project should commence <br /> within sixty (60) days of the date of this letter. The <br /> project shall not start, however, until the documents <br /> required in this paragraph and Conditions #3 and #4 have <br /> been submitted to the CIWMB and LEA. If additional time is <br /> needed, the operator must notify the LEA and CIWMB to <br /> reschedule the project . <br /> 3 . California Environmental Quality Act (CEQA) clearance must <br /> be obtained from the local planning agency prior to the <br /> implementation of the study. Documentation of this <br /> clearance must be submitted to the LEA and CIWMB. <br /> Printed on Recycled Paper•- <br />
