The hours of operation have changed from 6-30 am to <br /> 4:30 pm M-F, to 6:00 am to 3:00 pm M-F, and 6:00 am to 7:00 pm on <br /> Saturdays during April and May. In addition, a hazardous waste <br /> exclusion program has been implemented, and a landfill gas <br /> collection system and power plant have been installed at the site <br /> since the permit was last revised in 1983. Construction of a <br /> groundwater treatment plant will in in July of 1993. <br /> gjtg HistgMy - This facility began operations in the 1950s and <br /> was issued a Solid Waste Facilities Permit (.4UP) in 1977. The <br /> SWFP was subsequently revised in 1983. The 1977 SWFP allowed <br /> 605,796 cubic yards per year and the 1983 SXFP allowsZeO tons <br /> per day. <br /> Compliance ffistpME The site is currently operating under a <br /> --Notice and Order issued by the LEA on April 2, 1991, which <br /> cry addresses the need for a permit revision -andprovides the <br /> necessary terms and conditions for interim' operation. The terms <br /> an and conditions of the Notice and Order restrict the facility to <br /> 4D receive a nmximm of 700 tons per day and require the operator to <br /> el-' rrevise the SWFP. In addition, a separate order issued by the LEA <br /> ID <br /> equires the city of Stockton to test and to cease recirculating <br /> 10 P landfill gar, condensate to the disposal area by October 9, 1993 <br /> 0 1®%_11 e <br /> Past CIWMB and LEA inspections have documented numerous <br /> violations for leachate control. Prior to 1991, violations for <br /> grading, and intermediate cover were also frequently documented <br /> The site has since been regraded and areas of inadequate <br /> intermediate cover have been repaired or replaced. Recent <br /> inspection reports have not documented any other violations of <br /> State Minimum Standards. <br /> Monitoring reports submitted to the Central Valley Regional Water <br /> Quality Control Board (CVRNQCB) first indicated a significant <br /> groundwater quality impact in January, 1989. The contamination <br /> was verified in March, 1989, and February, 1991. On November 1�-, <br /> 1992, the City of Stockton submitted a workpian to construct and <br /> operate an on-site water treatment plant to iemediate the <br /> existing problem as required by the CVRWQ(M order No. 90-:122. The <br /> CVWQCB approved the workplan on February 25, 1993. In addition, <br /> City of Stockton has recently awarded the aoiLtract and will begin <br /> construction of the groundwater treatment faqility in July, 1993, <br /> which is expected to be completed by October, 1993. <br />
