The proposed <br /> expansion would result in an estimated additional volume of 18 <br /> million cubic yards (CY) , of which approximately 14 million CY (9 <br /> million tons) would be refuse . The facility would accept an <br /> average of approximately 1, 160 CY per day. <br /> The existing permitted acreage at the facility is 187 acres, <br /> located west of Austin Road, approximately 8, 000 feet south of Arch <br /> Road. Of the 187 acres, 124 acres are for landfilling, 45 acres <br /> are used as a borrow area, 1 . 5 acres is for the Newcastle right-of- <br /> way, and 16 . 5 acres are for flood control easement . The landfill <br /> would expand horizontally by 218 . 5 acres . This acreage is divided <br /> into three parcels; 126 .4 acres north of the current landfill to be <br /> used for facilities, equipment areas, and a soil borrow area for <br /> landfill operations, 85 . 6 acres southeast of the current landfill <br /> proposed for fill, and 6 . 5 acres northeast of the current landfill <br /> to be used as a floodplain area. The vertical expansion would <br /> occur only after the horizontal expansion has been completed and <br /> properly closed. The project proposes to increase the current <br /> permitted elevation of 90 feet mean sea level (MSL) to 150 feet <br /> MSL. <br /> Pacific Energy currently operates a methane gas recovery system and <br /> electrical generation plant located at the northwest corner of the <br /> landfill . The project proposal includes the addition of a series <br /> of gas extraction wells and connectors, a gas condensate collection <br /> system, and a gas blower/flare . <br /> General Comments <br /> California Environmental Quality Act (CEQA) compliance is <br /> required for expansion and/or a change in operations of a <br /> Solid Waste Facility (SWF) and the issuance or revision of a <br /> SWFP. California Environmental Quality Act (CEQA) , Article <br /> 10 , Section 15151 of CEQA states : <br /> An EIR should be prepared with a sufficient degree of <br /> analysis to provide decision-makers with information <br /> which enables them to make a decision which intelligently <br /> takes account of environmental consequences . <br /> �n order that a DEIR be considered adequate by the CIWivB staff <br /> _or use in drafting a new or revised SWFP, the po_-ential <br /> significant and/or adverse environmental impacts associated <br /> with the project' s imple,,dentation must be identified clearly <br /> in the Environmental Assessment/Initial Studv.
