Mr. Michael Miller 2 17 September 1991
The City should be aware that if it pursues reinjection of treated ground water
that an Underground Injection permit may be required by the Environmental
Protection Agency. Furthermore, discharge to the City sewer system will require
an Industrial User Permit from the City of Stockton Sewage Treatment Plant.
The CAP indicates that before the final treatment methodology is selected, the
City will have pilot studies done to determine the compatibility of its
wastewater with each treatment method. To the extent possible, the City should
continue other efforts required by the CAP until the results of the pilot studies
are received.
Finally, we request that EMCON send more detailed information on the Kendall-tau
test which EMCON proposes to use for the statistical analysis of the data
received from the CAP activities.
If you have any questions, please contact me at (916) 361-5737.
ROBERT A.
