Lindsay Street
Stockton, CA 95202
RE: Draft EIR, Austin Road Sanitary Landfill Expansion Project
San Joaquin County Public Health Services, Environmental Health Division (EHD) has
the following comments concerning the Draft E.I.R.:
1. The existing permitted landfill is 180 acres, not 187 acres as noted on page
S.1.
2. EHD has not received any technical reports addressing the effects of burying
solid wastes vertically on the existing landfill. Acceptance of this Draft E.I.R.
does not mean approval from LEA for vertical waste expansion.
3. Infectious wastes are not currently being accepted at landfill. Define "special
waste handling practices". Is it your intention to start accepting Infectious/
Medical Wastes?
4. Is there a need to expand days and hours of operation to meet operational
demands?
5. If the expansion shows an increase in bird populations or litter, is there enough
cover on-site to cover fill areas as soon as possible? If not, describe where off-
site cover will be obtained from.
6. Define a "dust-suppressing chemical", what are their constituents, frequency
of use, and exposure levels?
7. It is recommended that whenever hazardous or suspected hazardous wastes are
discovered, that a hazardous waste storage locker with lock be available. This
type of locker is commonly used at other landfills in the San Joaquin County.
A Division of San Joaquin County Health Care Services C)
