III. Environmental Setting, Impacts,and Mitigations <br /> F. Vegetation and Wildlife <br /> proponent should contact CDFG regarding the project's need for a Streambed Alteration <br /> Agreement at least 30 days prior to channel disturbance. <br /> Implementation of the measures presented below would likely satisfy mitigation <br /> requirements/conditions attached to the CDFG Agreement,the Corps'individual or nationwide <br /> Permit,and the RW CB's Section 401 water quality certification. <br /> Mitigation Measure F.I. <br /> Proposed as Part of the Project <br /> (a) As avoidance of this waterway is not a viable or biologically desirable mitigation strategy <br /> due to possible surface water contamination from the expanded landfill,the project sponsor <br /> shall replace the 4.5 acres of Little Johns Creek through(1)realigning the Creek as <br /> depicted in project plans to provide approximately 7.0 acres of watercourse and(2) <br /> constructing an approximately 4.3 acre detention basin as depicted on project plans <br /> (R.W. Beck and Associates, 1992). Creation of these features would provide a 2.5:1 <br /> acreage replacement of on-site water features. Given the relatively low values of the <br /> displaced watercourse,the 2.5:1 acres replacement ratio would adequately replace acreage <br /> of the existing feature. <br /> Identified by this EIR <br /> (b) Prior to final project approval,the project proponent should prepare a formal Creek <br /> Realignment and Revegetation Plan(CRRP), and should submit the CRRP to the CDFG, <br /> USFWS, RWQCB,and Corps for their review and approval. The CRRP should include <br /> detailed specifications of the relocated watercourse and surface water detention basin; <br /> documentation of use and proposed planting locations/acreage of specific native trees, <br /> shrubs, and herbs as riparian/wetland vegetation4; methods for bank stabilization/erosion <br /> control during both construction and operational phases;methods for maintaining plantings <br /> in a healthy state(e.g.,use of artificial irrigation, necessary soil preparation as based on <br /> site specific studies performed by a qualified restoration ecologist as part of CRRP <br /> preparation); appropriate contingency plans; and monitoring periods(a minimum of 5 <br /> years)and conditions(annual monitoring reports submitted to the CDFG,USFWS,Corps, <br /> and RWQCB). This document would likely be required by the CDFG,USFWS,RWQCB, <br /> and Corps to ensure no net loss of watercourse acreage,function,and value(as part of the <br /> regulatory processes described above and in Appendix D). <br /> 4 Selection of planting locations/species used will have to consider possible conflicts with the use of the <br /> geomembrane lining within the realigned Creek. Construction of an unlined riparian bench within the <br /> realigned watercourse may be necessary to accomodate revegetation requirements. <br /> HI.F.23 <br />
