III. Environmental Setting, Impacts,and Mitigations <br /> G. Air Quality <br /> Local <br /> The project site is in San Joaquin County,under the jurisdiction of the Northern Office of the <br /> SJVUAPCD. The SJVUAPCD regulates air quality through its permit authority over most types <br /> of stationary emission sources and through its planning and review activities. <br /> The 1991 Air Quality Attainment Plan(AQAP)describes the Valley's current plans for meeting <br /> State clean air laws(SJVUAPCD, 1992). The goal of the Plan is to improve air quality through <br /> the 1990's by all feasible means,including tighter industry controls,cleaner cars and trucks, <br /> cleaner fuels,and increased commute alternatives. The Plan encourages cities and counties to <br /> adopt measures in support of this goal. Identified measures include: a permitting program that <br /> achieves no net increase in stationary source emissions, and Best Available Retrofit Control <br /> Technology for existing stationary sources. <br /> Rules 4105 4651 and 4002 of SJVUAPCD's Rules and Regulations are concerning landfills; <br /> 4105 deals with general landfill emissions,4651 deals with volatile organic compound <br /> emissions,and 4002 deals with asbestos. There are no specific rules or regulations regarding <br /> landfill gas collection and disposal systems(Petersen, 1993). Stationary sources of air <br /> pollutants, such as landfills, normally are subject to an air quality permit process,by which an <br /> engineering evaluation is done of project emissions,effectiveness of pollution control equipment, <br /> and pollution potential after emission controls. Best Available Control Technology(BACT)is a <br /> set of standard mitigation measures,normally implemented as a permit condition,designed to <br /> reduce air pollutant emissions. There are specific emission thresholds above which BACT would <br /> be required. <br /> Existing Air Quality <br /> The APCD's regional air quality monitoring network provides information on average <br /> concentrations of criteria air pollutants. Table III.G.1 is a five-year summary of the highest <br /> annual concentrations for the criteria air pollutants,for which the region is in non-attainment(03 <br /> and PM10),collected at the APCD's nearest air quality monitoring station at Stockton-Hazelton <br /> Street. CO concentrations are also included in the table,even though only urbanized portions of <br /> the region are exposed to ambient CO violations. The data collected(except for CO,which is <br /> site-specific)are expected to be representative of air quality in the project area,because of the <br /> station's proximity(about 25 miles)to the project site. In Table III.G.1,air pollutant <br /> concentrations are compared with the SAAQS air quality standards,which are more stringent <br /> III.G.S <br />
