III. Environmental Setting, Impacts, and Mitigations <br /> H. Noise <br /> there. The closest residences,at 9621 and 9690 Austin Road, are located at distances of about <br /> 1,250 and 1,700 feet respectively to the southeast of the existing landfill,while the CYA facility <br /> is located about 1,900 feet to the north of the current landfill. The residence at 9621 is on the <br /> Brocchini parcel and is assumed to be removed with the project. <br /> IMPACTS AND MITIGATION MEASURES <br /> Introduction <br /> Noise impacts generally arise from construction and operation activities. For this project, no <br /> separate construction phase is assumed,because both construction and operation activities for <br /> this landfill require large pieces of construction equipment for grading compacting,hauling of <br /> soils, applying cover and watering the site to control dust. The project would generate noise, <br /> primarily from haul-truck travel along Austin Road, landfill equipment operations, and other <br /> routine landfill activities, such as waste dumping and earth movement. <br /> Significance Criteria <br /> According to Appendix G of the CEQA Guidelines, a project would normally have a significant <br /> effect on the environment if it would increase substantially the ambient noise levels of adjoining <br /> areas. The community noise impacts of a project are evaluated on the basis of the absolute <br /> increase in noise levels due to the project,on the noise effects at sensitive receptor locations, and <br /> on the relationship between the changed noise environment and local land use noise- <br /> compatibility guidelines. <br /> A change in noise levels of less than three dBA is not discernible to the general population,an <br /> increase in average noise levels of from three to five dBA is clearly discernible to most people, <br /> and an increase in the noise environment of five dBA or greater is a substantial increase. For the <br /> purposes of this analysis,the project would be considered to have a significant noise impact if it <br /> would increase the ambient noise levels at sensitive receptor locations by five or more decibels. <br /> In addition,exposure of existing sensitive receptors to noise levels exceeding the City or County <br /> noise compatibility standards for that type of land use would be considered significant. If <br /> existing ambient noise levels are already above recommended standards,a three-dBA increase in <br /> noise level would be considered significant. <br /> III.H.9 <br />
