III. Environmental Setting, Impacts, and Mitigations <br /> I. Energy <br /> electricity consumption of about 125,000 kW per year,or about 1.3 billion Btu/year. This plant <br /> currently collects about 300 thousand cubic feet(mcf)of gas daily,and generates about 250 <br /> million Btu/day. There are 46 gas collection wells in the landfill. Currently,only about 50 <br /> percent of the available gas is being collected. The power plant is operating at an 85 percent <br /> efficiency,and is currently close to full capacity(Donlou, 1993). <br /> Current fuel consumption for on-site landfill equipment is about 300 gallons/day(Giambastiani, <br /> 1993). <br /> IMPACTS AND MITIGATION MEASURES <br /> Since construction operations would use earthmoving equipment and material handling processes <br /> similar to that during landfill operations, no separate construction phase is assumed in this <br /> analyses;instead,construction energy consumption is included in the operational energy <br /> consumption analysis. <br /> On-Site F4uipment <br /> Impact I.I. On-site landfill equipment and site lighting and heating would consume <br /> energy. (ADVERSE) . <br /> Equipment operating within the property boundary would primarily consume energy in the form <br /> of petroleum fuel. As described earlier in this section,current fuel consumption for on-site <br /> landfill equipment is about 300 gallons/day(Giambastiani, 1993). Because of AB 939 <br /> requirements,it is not expected that the project would substantially increase the amount of <br /> incoming wastes and, so,fuel consumption is not expected to increase appreciably prior to 2013. <br /> After the year 2013,the amount of waste would increase due to population growth;however this <br /> amount would not be substantial. Approximately 129,000 kW of electricity, or about 1.3 billion <br /> Btu is consumed annually at the site now. The on-site operational energy consumption, <br /> therefore,would be approximately 14 billion Btu/year(the energy equivalent of 2,400 barrels of <br /> oil). <br /> Of the 14 billion Btu per year of energy consumed due to activities on-site, 1.3 billion Btu per <br /> year is supplied by the on-site power plant. With the operation of the existing power plant, <br /> energy would continue to be replenished to the system. Improvements or expansions to the <br /> power plant will increase the amount of energy fed back to the infrastructure system. <br /> III.I.2 <br />
