III. Environmental Setting, Impacts, and Mitigations <br /> J. Geology, Soils and Seismicity <br /> IMPACTS AND MITIGATION MEASURES <br /> Significance Standard <br /> The following Guidelines from Appendix G of the California Environmental Quality Act <br /> (CEQA)are used to determine the significance of impacts of the proposed project regarding <br /> geology, seismicity and soils: <br /> "The project will normally have a significant effect on the environment if it will: <br /> (a) Conflict with adopted environmental plans and goals of the community where it is located; <br /> (h) Substantially degrade or deplete ground water resources; <br /> (q) Cause substantial flooding,erosion or siltation; <br /> (r) Expose people or structures to major geologic hazards;or <br /> (y) Convert prime agricultural land to non-agricultural use or impair the agricultural <br /> productivity of prime agricultural land." <br /> For the proposed project,these guidelines are also interpreted such that potential violations of <br /> CCR Title 23 Chapter 15 regulations regarding geology,seismicity,and soil issues are <br /> considered significant impacts. <br /> Impact J.1. The existing topography would be permanently altered, with the landfill areas <br /> reaching a maximum elevation of 150 feet MSL and the borrow area to the north about 0 <br /> feet MSL at closure. (ADVERSE) <br /> The project design would permanently alter the local landscape, and would ultimately create a <br /> higher,larger"artificial"hill and more borrow pits on the site. These changes can be considered <br /> incremental for the existing,previously altered topography on this and the nearby Forward,Inc. <br /> Landfill sites. While the alterations would be permanent,they are not considered significant. <br /> Mitigation Measure J.1. <br /> None warranted. <br /> III.J.10 <br />
