III. Environmental Setting, Impacts, and Mitigations
J. Geology, Soils and Seismicity
IMPACTS AND MITIGATION MEASURES
Significance Standard
The following Guidelines from Appendix G of the California Environmental Quality Act
(CEQA)are used to determine the significance of impacts of the proposed project regarding
geology, seismicity and soils:
"The project will normally have a significant effect on the environment if it will:
(a) Conflict with adopted environmental plans and goals of the community where it is located;
(h) Substantially degrade or deplete ground water resources;
(q) Cause substantial flooding,erosion or siltation;
(r) Expose people or structures to major geologic hazards;or
(y) Convert prime agricultural land to non-agricultural use or impair the agricultural
productivity of prime agricultural land."
For the proposed project,these guidelines are also interpreted such that potential violations of
CCR Title 23 Chapter 15 regulations regarding geology,seismicity,and soil issues are
considered significant impacts.
Impact J.1. The existing topography would be permanently altered, with the landfill areas
reaching a maximum elevation of 150 feet MSL and the borrow area to the north about 0
feet MSL at closure. (ADVERSE)
The project design would permanently alter the local landscape, and would ultimately create a
higher,larger"artificial"hill and more borrow pits on the site. These changes can be considered
incremental for the existing,previously altered topography on this and the nearby Forward,Inc.
Landfill sites. While the alterations would be permanent,they are not considered significant.
Mitigation Measure J.1.
None warranted.
III.J.10
