III. Environmental Setting, Impacts, and Mitigations
K. Hydrology,Geohydrology, and Water Quality
The mitigation measures described above would reduce this impact to a less-than-significant
level.
Impact K.B. Potential seepage of leachate from the landfill expansion would cumulatively
affect water quality if not properly mitigated. (SIGNIFICANT)
The expansion of the landfill would abut the northern boundary of the Forward,Inc.Landfill.
Should leachate from both the Austin Road Landfill and the Forward,Inc.Landfill escape their
respective leachate collection and recovery systems, the combined seepage would significantly
affect water quality in the area. Having more than one landfill in the area would also complicate
the identification of the source and determination of an appropriate Corrective Action Plan.
Mitigation Measure K.B.
Mitigation Measures K.S. and K.6. would minimize the potential for the seepage of leachate from
the Austin Road Landfill, reducing this impact to a less-than-significant level. It should be noted
that the seepage from the existing facilities(both Austin Road Landfill and Forward,Inc.
Landfill) are traveling in opposite directions, eliminating the potential for comingling(San
Joaquin County, 1993).
REFERENCES-Hydrology,Geohydrology,and Water Quality
California Department of Water Resources sources (DWR),Hydrologic Data 1985 Volume II:
Northeastern California,DWR Bulletin 130-85,May 1988.
City of Stockton, General Plan,Background Report,Adopted January 22, 1990.
City of Stockton, General Plan,Policy Document, Adopted January 22, 1990 and Amended
February 25, 1991 and August 26, 1991.
City of Stockton,Report of Waste Discharge, Austin Road Landfill, Stockton,CA,certified
October 17, 1988.
Federal Emergency Management Agency(FEMA),Flood Insurance Rate Map,City of Stockton,
California,San Joaquin County,Community-Panel Number 060302-0045 D,Revised
February 4, 1988.
Federal Emergency Management Agency(FEMA),Flood Insurance Rate Map,San Joaquin
County,California(Unincorporated Areas) ,Community-Panel Number 060299-0465 B,
Revised July 4, 1988.
III.K.19
