III. Environmental Setting, Impacts, and Mitigations <br /> L. Public Health and Safety <br /> burrows and may range 100 to 150 feet from its burrow. The roof rat is smaller,with an adult <br /> weight of 0.5 to 0.6 pounds. It is a better climber than the Norway rat and may nest in walls, <br /> attics, vines,or trees. <br /> Birds such as gulls are frequently found at landfills. Generally birds are only a nuisance,but <br /> they are a safety concern near airports where they are a danger to low-flying aircraft. Because of <br /> the proximity of the Stockton Airport,bird strikes are an ongoing concern. Section III.A,Land <br /> Use discusses this issue. <br /> The CCR,Title 14, Division 7,Chapter 3, Section 17707 directs landfill operators to take <br /> adequate steps to control or prevent the propagation,harborage or attraction of flies,rodents or <br /> ' other vectors and to minimize bird populations. Section 17682 requires landfill operators to <br /> compact and cover waste with a layer of soil each day to minimize the occurrence of vectors. <br /> This practice lessens the potential for the landfill to provide food, shelter,and breeding grounds <br /> for vectors. <br /> Vectors can also be inhibited by minimizing litter and keeping the site tidy. Other than sea gulls, <br /> vectors have not been a significant problem at the Austin Road during the past two years <br /> (Wickes, 1993). To reduce the sea gull nuisance,the landfill operator has recently implemented <br /> several measures including auto firing cannons and paying tape recordings of a sea gull in <br /> distress. <br /> Sensitive Receptors <br /> With regard to public health and safety, a sensitive receptor is an individual or population that <br /> resides near or encounters a potential health hazard. For example,individuals living near the <br /> landfill site would be subject to the greatest risk from a fire,landfill gas explosion,disease <br /> vector,or an event that could contaminate air or water. <br /> The nearest residences are southeast of the current landfill operation are along Austin Road. One <br /> of the residences is on the property that the City intends to acquire. This residence would be <br /> removed to allow for landfill operations. The second residence is east of Austin Road, <br /> approximately 1,700 feet from the current fill area. With the project,this residence would be <br /> aPP Y P J <br /> approximately 500 feet from the landfill expansion. A California Youth Authority facility is <br /> approximately 1,900 feet north of the existing landfill. With the project,the borrow area would <br /> be approximately 300 feet from the CYA facility. <br /> HI.L.12 <br />
