III. Environmental Setting, Impacts, and Mitigations <br /> L. Public Health and Safety <br /> Impact L.5. MSW contains pathogens that could be spread by vectors. (ADVERSE) <br /> Section 17707 of the CCR,Title 14 directs landfill operators to take adequate steps to control or <br /> prevent the propagation,harborage or attraction of flies,rodents or other vectors and to minimize <br /> bird populations. These vectors spread pathogens. A properly operating landfill does not have <br /> serious problems with animal pests,and vectors have not been a public health and safety problem <br /> at the existing landfill. The landfill would continue to operate under the performance standards <br /> described in Section 17682,which requires a six inch minimum of daily cover over the waste. <br /> Vector control operations at the landfill would not be significantly different from current <br /> operations. <br /> Mitigation Measure LS. <br /> Proposed as Part of the Project <br /> (a) The landfill operator would continue to follow legally required daily cover practices. <br /> (b) The landfill would continue to ban tires,which collect water and serve as a breeding <br /> ground for vectors and large dead animals,from disposal at the landfill. <br /> (c) The landfill operator would continue to reduce the seagull nuisance by using auto firing <br /> cannons and playing tape recordings of a sea gull in distress. <br /> Identified by this EIR <br /> (d) The LEA should periodically monitor the landfill for the presence of vectors. LEA <br /> inspections should be documented in the administrative file. <br /> Application of the above measures would render Impact L.5 less than significant. <br /> Impact L.6. The project, by incrementally adding to local landfill gas generation,would <br /> have a cumulative public health impact. (SIGNIFICANT) <br /> The project would incrementally add to landfill gas generation in the area and therefore have a <br /> cumulative public health impact. The expansion of the landfill would abut the northern fenceline <br /> of the Forward, Inc.Landfill. The potential impacts related to landfill gas, such as explosions <br /> and toxic air contaminants(as described in Section III.G., Air Quality),would be additive,due to <br /> these two landfills. <br /> III.L.20 <br />
