IV. IMPACT OVERVIEW <br /> A. CUMULATIVE IMPACTS <br /> CEQA requires consideration in an EIR of potential environmental impacts which are <br /> individually limited but cumulatively considerable. The cumulative impacts analyses in this <br /> document are made on the basis of list-based past,present and reasonably anticipated future <br /> projects. On occasion(for example,in the Transportation analysis),other projected growth rates <br /> are used to encompass both specific development projects and other regional growth. The only <br /> proposed project in the area is the Forward,Inc.Landfill Use Permit Modification,as described <br /> in Chapter I,Introduction. San Joaquin County has indicated that no other projects of any kind <br /> are planned within the project vicinity(Martin, 1993). <br /> The cumulative effects of the project together with other reasonably foreseeable development has <br /> been considered in each of the various analyses of Chapter III. Please see these analyses for <br /> detail concerning the potential for impacts in each topic area. In summary,the following <br /> significant cumulative impacts were identified: <br /> • the proposed project would contribute cumulatively to the significant disruption of the <br /> ■ physical arrangement of the surrounding community; <br /> • cumulative air pollutant emissions that would contribute significantly to air pollutant <br /> emissions,dust, and odor problems; <br /> • project-related noise would contribute to a cumulative increase in ambient noise levels; <br /> • potential seepage of leachate from the landfill expansion and Forward,Inc.Landfill to <br /> cumulatively affect water quality if not properly mitigated;and <br /> • the project,by incrementally adding to local landfill gas generation(Austin Road and <br /> Forward,Inc.Landfill),would have a cumulative public health impact. <br /> After mitigation,the remaining unavoidable significant cumulative impact includes: <br /> • the proposed project would contribute cumulatively to the significant disruption of the <br /> physicalarrangement of the surrounding community. <br /> IV.1 <br />
