V. Alternatives to the Project <br /> RELATIONSHIP OF THIS ALTERNATIVE TO PROJECT SPONSOR'S OBJECTIVES <br /> This alternative would partially meet the project sponsor's objectives. It would allow the project <br /> sponsor to provide the City of Stockton with a long-term disposal facility;however,the length of <br /> time that the service could be provided would be 27 years less than with the project since the <br /> landfill capacity would be smaller under this scenario. By not realigning Little Johns Creek, <br /> significant water quality problems could occur. The City would be allowed to comply with <br /> environmental objectives,including appropriate management of storm water and leachate. <br /> With the Current-Footprint-with-Increased-Elevation Alternative most of the impacts would be <br /> reduced. However,the impacts to water quality,particularly those related to Little Johns Creek, <br /> would be greater and traffic would be greater under this alternative. Hauling of waste to Foothill <br /> Landfill and the related impacts would occur sooner than if the project were implemented. <br /> D. CURRENT-FOOTPRINT-WITH-INCREASED-ELEVATION-AND-CREEK- <br /> REALIGNMENT-SOUTH ALTERNATIVE <br /> DESCRIPTION <br /> This alternative assumes the permitted landfill would increase its height from 90 feet MSL to 150 <br /> feet MSL and that part of Little Johns Creek would be realigned to the south of the 45 acre <br /> parcel. This alternative does not include filling operations to the southeast on the Brocchini <br /> parcel. The CYA parcel to the north and the Brocchini parcel to the southeast would be needed <br /> as a borrow source for cover material and either parcel could accommodate recycling,tire <br /> handling,and temporary hazardous materials storage, and administrative facilities. This <br /> alternative has a refuse capacity of 10 million cubic yards and would close in 2024. The <br /> realignment of the creek increases the waste disposal area of the existing footprint by about 2 <br /> million cubic yards. The current footprint with increased elevation would close sooner than the <br /> proposed expanded landfill. Waste would have to be hauled to another landfill sooner than with <br /> the project. Total truck miles traveled with this alternative would increase sooner than with the <br /> project because the waste would be hauled longer distances for disposal at Foothill Landfill. <br /> Some of the impacts would occur over a shorter period of time since the life of the landfill would <br /> be shortened,although most of these impacts would be transferred to the Foothill Landfill. <br /> Realigning the creek to the south would relocate the project's impacts on biology,geology,and <br /> hydrology,particularly increasing the creek length and therefore decreasing the creek gradient <br /> and flow. The creek would increase in length by 558 feet,a distance of 268 feet longer than with <br /> V.16 <br />
