DISTRIBUTION. This order is distributed to Washington headquarters and <br /> Regional Airports, Flight Standards and Air Traffic offices to division <br /> level; all Airports District Offices; and Flight Standards and Air <br /> Traffic field facilities. <br /> 3. BACKGROUND. Garbage dumps, sanitary landfills or whatever title is <br /> used for this type of operation attract rodents and birds, erodes <br /> the airport environment, and where the dump is ignited, creates snake - <br /> all which are undesirable and are potential hazards to aviation. <br /> While the chance of <br /> an unforeseeable, random bird strike in flight will <br /> always exist, it is nevertheles& possible to define the high-risk <br /> conditions within fairly narrow limits. Those high-risk conditions <br /> exist in the take-off, climb-out, ' approach and landing areas on and in <br /> "' the vicinity of airports.y The increasing number of bird strikes reported <br /> on aircraft has become a matter of concern to the FAA and to airport <br /> management. Various studies and observations have resulted in the <br /> conclusion that sanitary landfills are artificial attractants to birds. <br /> '� =+ Accordingly, landfills located in the vicinity of an airport my be <br /> incompatible with safe flight g operations. Those conditions that are not <br /> compatible must be eliminated, to the exi:ent practicable.
