Niblock
Associate Planner
City of Stockton _
Community Development Department
Planning Division ;;k,;
6 East Lindsey Street
Stockton, California 95202
Subjects: Notice of Preparation of a Draft Environmental Impact Report
Pursuant to Pub. Res. Code Sec. 21080.4 and Cal. Admin. Code Title
14, Sec. 15082(a)
City of Stockton (IS25-90) - Proposed Negative
Declaration/Expanded Initial Study for the Austin Road Sanitary
Landfill 5-Year Review
Dear Mr. Niblock:
The Federal Aviation Administration (FAA) has reviewed the above referenced
documents regarding the Austin Road Sanitary Landfill 5-Year permit for
continued use (IS25-90) and the proposed 50-Year expansion (EIR2-90) with
respect to those areas that affect the safety of aircraft operations
associated with the Stockton Metropolitan Airport concerning the close
proximity to the proposed expansion of the Austin Road Sanitary Landfill. The
proposed location of the Austin Road Sanitary Landfill expansion is within
10,000 feet of Stockton Metropolitan Airport's Runway 29R, and approximately
2,500' from the extended centerline of this runway. FAA Order 5200.5A, dated
January 31, 1990, maintains that any waste disposal site located within 10,000
feet of any runway used or planned to be used by turbine powered aircraft is
incompatible with airport operations on that runway. A copy of this Order is
enclosed.
The FAA is in complete support of the San Joaquin County Department of
Aviation's letter of July 20, 1990, stating their views, objections and
awareness of FAA requirements concerning the proposed expansion of the Austin
Road Sanitary Landfill.
The FAA is in total concurrence with the Stockton Metropolitan Airports'
opposition to any planned expansion and/or continued use beyond what was
originally planned for the Austin Road Landfill site.
