STATE OF CALIFORNIA—THE RESOURCES AGENCY GEORGE DEUKMEJIAN, Govemor
DEPARTMENT OF FISH AND GAME
REGION 2 " : 'n
1701 NIMBUS ROAD, SUITE A
RANCHO CORDOVA, CALIFORNIA 95670 '
(91 6) 355-7020
AUGCITY I
August 14, 1990
`Il-VfTY `tY
ude
Mr. Mike Niblock
City of Stockton
c/o Community Development Department
Planning Division
6 East Lindsay Street
Stockton, CA 95202
Dear Mr. Niblock:
The Department of Fish and Game (DFG) has reviewed the Notice of
Preparation of a Draft Environmental Impact Report (EIR) for the
proposed Austin Road Sanitary Landfill Expansion project. The
project is located southeast of Stockton in San Joaquin County near
the crossing of Austin Road and the North Branch of the South Fork
of Littlejohns Creek. The project consists of a plan to expand the
solid waste disposal capacity of the existing Austin Road Sanitary
Landfill to accommodate projected needs for the next 50 years.
Wildlife consists of agricultural lands (principally alfalfa, wheat,
and row crops) with many scattered mature oak trees. The North
Branch of the South Fork of Littlejohns Creek passes through the
project area.
The DFG recommends the following concerns be addressed and mitigated
in the Draft EIR:
1 . The project's impacts to State- or Federal-listed
sensitive species, particularly the State-listed
Threatened Swainson's hawk (Buten swainsoni) and the
giant garter snake (Thamnophis couchi _gj_ as) . DFG
records indicate the presence of Swainson's hawk
within the project area. The Draft ETR should
include the results of surveys for sensitive species
performed by a qualified biologist and DFG
recommended mitigation measures for Swainson's hawk
and giant garter snakes. If sensitive species are
found, mitigation should be proposed to protect them.
The survey report and its recommended mitigation
measures should be included in the Appendices of the
EIR.
2. The project' s impact upon wetlands. The subject
lands should be surveyed for wetlands. All streams
and wetlands should be identified and protected. If
the proposed project unavoidably impacts wetlands,
