I. INTRODUCTION <br /> A. BACKGROUND <br /> The City of Stockton Department of Public Works (DPW)is proposing to expand the City's <br /> Austin Road Landfill both horizontally and vertically. The existing landfill,located seven miles <br /> southeast of the City of Stockton, consists of 187 acres. The existing 187 acres are currently <br /> permitted as a landfill: 169 acres are for fill,the remaining 18 acres are for easement purposes. <br /> The North Branch of the South Fork of Little Johns Creek runs through the existing landfill. Of <br /> the 169 acres permitted for fill,45 acres are to the south of the creek and the remaining 124 acres <br /> are to the north of the creek. Currently,the 45 acres are used as a borrow area(soil is taken to <br /> the active fill area to be used as daily cover). This area will eventually be filled. The current fill <br /> area of 124 acres is bounded by Austin Road to the east,the landfill access road to the north, <br /> Newcastle Road to the west, and Little Johns Creek to the south. <br /> The DPW proposes to expand horizontally north and southeast of the landfill on 218.5 acres of <br /> property it owns and property it proposes to acquire. The expansion would result in a total of <br /> 405.5 acres for the Austin Road Landfill. Of the 218.5 acres being added to the landfill, <br /> approximately 85.6 acres to the southeast would be for fill and the remainder would be for <br /> ancillary facilities,right-of-way, and flood control easement. The proposed expansion would be <br /> constructed to meet new Federal Resource Conservation and Recovery Act(RCRA), Subtitle D <br /> regulations for solid waste landfill design. The DPW also proposes to increase the current <br /> maximum elevation of 90 feet mean sea level (MSL)to 150 feet MSL. The new elevation would <br /> be approximately 120 feet above ground level (AGL). The vertical expansion would occur on <br /> top of the existing landfill,only after it has been properly closed and after the horizontal <br /> expansion to the south has been completed. This is proposed to allow the existing landfill to <br /> stabilize over approximately 30 years. <br /> The DPW plans to continue to accept its current waste stream: that is Municipal Solid Waste <br /> (MSW). The landfill currently does not accept sewage sludge,asbestos,whole tires,abandoned <br /> vehicles,large dead animals,liquid wastes,hazardous wastes,inert solids,or white goods. This <br /> would not change with the project. <br /> I.1 <br />
