Niblock, Associate Planner <br /> City of Stockton Community Development Dept. <br /> Stoctkon, California 95204 <br /> FR01.4: Bill Franz <br /> Chief of Plant Operations <br /> Northern California Youth Center <br /> SUBJECT: Notice of preparation of an environmental impact report <br /> Due to the expansion of and the close proximity of the City of Stockton landfill , the <br /> Northern California Youth Center has an interest and concern about the land use and <br /> environmental effects upon the institution and population of the schools. <br /> �1 . As stated in the recent 5 year plan, we have concerns about the migration of <br /> volatile organic compounds into the Northern California Youth Center well systems. <br /> 2. The environmental impact upon the two southern most schools in the complex, <br /> housing approximatly 1500 wards. <br /> 3. The possible use of Newcastle Road as an access to the proposed expansion parcel . <br /> 14. The increase of heavy equipment and employee traffic due to the proposed increase <br /> in daily intake. <br /> 15. Non disclosure of area for storage of increased tonnage of sewage, sludge and/or <br /> compost operation. <br /> 16. Proposed additional intake of sludge and refuge will require greater vector, bird <br /> and small animal control . Seagulls migrate to school grounds upon control <br /> attempts at landfill . <br /> �7.
