Niblock <br /> City of Stockton, Community Development Dept. <br /> 6 East Lindsey StreetL .`s;i r <br /> Stockton, California 95202 <br /> Subject: Notice of Preparation of a Draft Environmental Impact Report, <br /> Austin Road Sanitary Landfill Expansion Project; North Branch, <br /> South Fork of Little Johns Creek: San Joaquin County, <br /> California <br /> Dear Mr. Niblock; <br /> The Fish and Wildlife Service has reviewed the Notice of Preparation of a <br /> Draft Environmental Impact Report for the Austin Road Sanitary Landfill <br /> Expansion Project near Stockton. . The project involves expanding the existing <br /> landfill by 221 acres, from 162.6 acres to 383.6 acres. The north branch of <br /> the South Fork of Little Johns Creek is adjacent to and runs through part of <br /> the existing landfill. The proposed expansion is to the north and south of <br /> both the existing landfill and the creek. The following comments are provided <br /> for your assistance in preparation of the Report. <br /> Affected Environment <br /> The north branch of the South Fork of Little Johns Creek is a perennial creek <br /> that flows into the San Joaquin River, and supports a wide variety of fish and <br /> other wildlife species. The Notice states that expanding the landfill would <br /> require clearing the land of vegetation and realigning the creek. This would <br /> have a significant adverse impact on the wildlife resources found on or near <br /> the site. <br /> Recommended Scope of the Report <br /> With regard to fish and wildlife resources, the Report should fully assess the <br /> impacts of the proposal and its alternatives on species populations and their <br /> habitats, with emphasis on wetlands and endangered, threatened, or candidate <br /> species. The Report should also clearly state the purposes of, and document <br /> the needs for, the proposed project so that the capabilities of the various <br /> alternatives to meet those purposes and needs can be readily determined. The <br /> Report should include a thorough description of all the facilities to be done <br />
