RESULTS AND DISCUSSION- <br /> No elderberry plants, or flowers favored by the Molestan Blister beetle <br /> or Digger bees, were observed at the two parcels. Similarly, no Digger bees <br /> nor specimens of the California Hibiscus were observed at either parcel or on <br /> properties immediately adjacent to the two project sites. The surplus CYA <br /> property has recently been plowed under, thus there were virtually no plants <br /> evident on it. An alfalfa crop was growng on nearly the entire Brocchini <br /> property. Along the creek, several weeds predominated, with a small remnant <br /> of riparian vegetation in the northeastern portion of the property. <br /> Because of the plowing of the land, suitable nesting areas for the <br /> Anthophorid bees have undoubtedly been disturbed. For this reason and the <br /> lack of suitable beetle flowers, the Molestan Blister beetle would not be <br /> expected to occur at the project site. Similarly, because of the lack of <br /> elderberry on both parcels, the Valley Elderberry Longhorn beetle would not be <br /> expected. Finally, it is extremely doubtful that the California Hibiscus <br /> occurs at the project site. Habitat conditions are at best marginal, and <br /> there was no sign of it despite surveying for it during the peak flowering <br /> period. <br /> Since none of these sensitive resources occur at the project site, the <br /> project should not have any adverse impacts on them and no mitigation for <br /> these species is required.
