I. Introduction <br /> For purposes of this EIR,disposal of waste from the residences and some businesses within the <br /> incorporated areas of Stockton occurs at the Austin Road Landfill. Based on 1989 data, Austin <br /> Road Landfill accepted 700 tons per day of waste from the City,Monday through Friday 6:00 <br /> a.m.to 3:00 p.m. The 1983 solid waste facilities permit(SWFP)limits the amount of refuse <br /> accepted at the landfill to 280 tons per day. The Local Enforcement Agency(LEA),San Joaquin <br /> County Public Health Services,has modified the permit to allow up to 512 tons per day,the <br /> average daily intake on the 1977 permit. The LEA has requested the City to reduce the daily <br /> tonnage accepted at the landfill to 512 tons per day and to revise the SWFP. The City has filed <br /> for a permit revision to increase its average daily load to 700 tons per day in 1990 and its peak <br /> daily load to 1,200 tons per day in 1995 (Miller, 1993). The permit revision is pending based on <br /> the City's verification of compliance with the California Integrated Waste Management Board's <br /> (CIWMB)requirements of financial responsibility for operating liability claims. <br /> Diversion programs in the City of Stock-ton's Source Reduction and Recycling Element(SRRE) <br /> include source reduction targeted at City operations, schools,large waste generators and the <br /> general public,recycling aimed at residential and commercial collection programs,and the <br /> promotion of composting and end-use of compost. These programs are in response to meeting <br /> the needs of Assembly Bill 939(AB 939),which include reducing the waste stream by 25%by <br /> 1995 and 50% by 2000. As shown in Appendix A,these reductions are assumed to be met by <br /> the designated years. <br /> REGIONAL WASTE DISPOSAL FACILITIES <br /> Landfill <br /> There are eight(8)landfills within San Joaquin County. Only four(4)landfills are used for <br /> residential and commercial/industrial waste. The other four(4)landfills receive special wastes. <br /> Two(2)of the eight(8)landfills are owned by the City of Stockton and operated by Gambi <br /> Enterprises,Inc.: the Austin Road Landfill and the French Camp Landfill. The French Camp <br /> Landfill takes only yard waste and street sweeping debris. The other six (6)landfills are either <br /> owned and operated by the County or private companies. North County Sanitary Landfill,a <br /> Class III site,serves the general public and other commercial haulers in the North County area. <br /> Foothill Landfill accepts Class III waste from the general public and from the Lovelace Transfer <br /> Station in the San Joaquin County Central area. The Corral Hollow Landfill,formally known as <br /> the Tracy-San Joaquin County landfill,receives residential,commercial and industrial solid <br /> waste from the Tracy metropolitan area. The Corral Hollow Landfill is a Class III site and is <br /> I.4 <br />
