H. Project Description ' <br /> Emsion Control <br /> Erosion control measures are necessary to minimize the amount of soil removed from the <br /> landfill. The proposed measures include minimizing slope and runoff distance,providing <br /> vegetative cover,contour furrowing the surface,increasing the organic content of the soil,and <br /> using mulch,erosion control blankets,terraces on steep slopes,sediment basins, and silt fences <br /> or straw bales. <br /> Side slopes would be more prone to erosion because of the steeper slope gradient. The proposed <br /> expansion plans show that the slope is limited to 4:1 (horizontal change:verdcal change), <br /> compared to the 1.75:1 allowed by the California regulations. Additional erosion control <br /> measures may be required on the side slopes such as erosion control matting and silt fences. Silt <br /> fences should be included particularly during the first year when the erosionP otential of the soil <br /> is high. Phased or partial closure of the landfill site would reduce the potential for excessive <br /> erosion by reducing the unestablished surface areas. <br /> Intermediate covers may require similar erosion control features as final closure. Long term <br /> intermediate covers could use vegetative cover,silt fences,and interception benches to minimize <br /> erosion. Erosion control measures may be required for the borrow area side slopes;however, <br /> slope lengths would be relatively short and all runoff sediments would be contained within the <br /> borrow area. <br /> All runoff from the landfill would be routed to the surface water detention facility. This <br /> detention facility would allow much of the sediment to settle out prior to discharge. Based on <br /> predicted soil loss,annual sediments from soil loss would have minimal impact on the pond's <br /> storage capacity. <br /> Surface Water Control <br /> Surface water control includes protecting the landfill from flooding of Little Johns Creek and <br /> from surface water run-on and properly handling surface water run-off from the landfill closure <br /> areas. <br /> Stormwater from the temporary hazardous material storage facility would be collected in the <br /> overflow unit intended to collect potential spills. Descriptions for pumping this tank after storms <br /> would be included in the final operations plan for the facility. Another design option includes <br /> I1.14 <br />
