II. Project Description <br /> exception to this procedure would be the placement of the initial layer in a new cell. The initial <br /> P P P Y <br /> waste layer would be placed so that the integrity of the geomembrane and sand drainage blanket <br /> would be maintained. The following paragraphs focus on specific measures that would be taken <br /> to protect the liner while maintaining efficient operations. <br /> Motor vehicles would never be allowed to drive directly over the geomembrane,anchor trench, <br /> and/or the sand drainage layer. Therefore the operator would need to construct an access road to <br /> (and operations/dumping pad in)a comer of the new cell. After construction,the landfill <br /> operator would regularly inspect the access ramps for signs of subgrade failure(pumping). <br /> [Beck: Should this be slumping rather than pumping?] Should severe pumping occur,the <br /> geomembrane must be checked for damage. <br /> The initial waste layer(i.e.,the waste placed directly on the liner drainage layer)would consist of - <br /> select waste. The select waste would be free of large, sharp or protruding objects(such as rebar, <br /> nails, 2 x 4s,etc.)that could be forced through the geomembrane. On-site landfill personnel <br /> would assist in screening and removing or repositioning waste that could damage the <br /> geomembrane. <br /> Refuse collection trucks would remain on the operations pad when discharging the first loads of <br /> select waste onto the liner. It is recommended that when several loads have been discharged,the <br /> operator would push refuse out on the liner with a tracked dozer. When a three to four foot thick <br /> bed of select refuse has been placed over the liner,the tracked dozer would be able to safely <br /> move over it,and continue building the first lift. Maximum compaction would not be the main <br /> goal for the first five feet of refuse. Instead,compaction should be sufficient to support <br /> subsequent refuse lifts,but minimized to protect the liner. Three passes with the tracked dozer <br /> over select refuse that is at least three to four feet deep would accomplish these goals. Maximum <br /> refuse compaction would be a desired goal once more than five feet of select waste have been <br /> placed over the liner. <br /> A minimum of five feet of select waste would cover the geomembrane and sand drainage layer <br /> before the waste compactor would be allowed into the new cell. Until the five foot minimum is <br /> met,the tracked dozer would be used to place and compact the refuse. <br /> A minimum of five feet of compacted,select refuse would cover the geomembrane and drainage <br /> layer before a road can be built on the refuse to accommodate truck traffic. At that time, a <br /> minimum six inch thick,26 foot wide(minimum)layer of on-site clean sand and gravel would be <br /> I1.24 <br />
