II. Project Description <br /> • measuring actual daily cover thickness applied(with a ruler inserted into the cover)both <br /> before and after initial compaction and soil infiltration into waste lifts; <br /> • estimating surface area coverage; and <br /> • estimating excavated or stockpiled soils utilized. <br /> At the Austin Road Landfill,intermediate cover would consist of one foot of sand/gravel/till <br /> material placed over the completed landfill cell. This cover would become the working surface <br /> for placement of the next lift of refuse. Therefore the intermediate cover material must be able to <br /> provide a wet-and-dry weather trafficable surface year round. <br /> Portions of the intermediate cover may be susceptible to erosion,differential settlement(uneven <br /> settlement of the underlying solid waste),or downward sifting of soil particles. These areas <br /> would be replenished as required to maintain an operating surface suitable for landfill traffic. <br /> It is required that a one foot layer of intermediate cover be placed over fill areas that would not <br /> be receiving additional wastes for 60 or more days in order to minimize stormwater infiltration <br /> into the refuse. Such areas would be covered and graded to prevent surface water ponds from <br /> developing on the refuse fill. <br /> Personnel and Equipment <br /> Estimated equipment requirements are shown in Table II.2. This equipment list assumes that the <br /> initial operation of the expanded Austin Road Landfill would be equivalent to the current <br /> operation levels and would be conducted by the current operator. <br /> Estimated personnel requirements are shown it Table II.3. This personnel list also assumes that, <br /> the initial Austin Road Landfill expansion operation would be equivalent to the current operation <br /> levels. <br /> Monitoring and Controls <br /> Disposal Site Control Measures <br /> Typical nuisances at a landfill include vectors(such as rats,field rodents,wasps,cockroaches, <br /> etc.), birds,litter,dust, mud,and noise. The proposed measures to address nuisances are <br /> described below. <br /> 11.27 <br />
