II. Project Description <br /> Vector Control. Compaction and daily covering of the refuse would eliminate harborage for <br /> rodents and reduce fly propagation. Mosquitoes would be controlled by proper grading and <br /> elimination of stagnant on-site ponds. <br /> Bird Control. Current bird control is currently achieved by the use of noise-makers(cracker <br /> shells or propane detonators). The landfill operator would monitor bird activity and would adjust <br /> the spacing of the noise-makers to maximize effectiveness. <br /> The Federal Aviation Administration(FAA)and the Manager of the Stockton Metropolitan <br /> Airport(Airport)have indicated concern about the potential for conflict of aviation operations <br /> with birds that are often associated with landfill operations. According to personnel at the Airport <br /> and the FAA,there have been no recorded bird strikes at the Stockton Metropolitan Airport that <br /> have been associated with the Austin Road Landfill. <br /> Due to the proximity of the landfill to the Airport,bird activity at the landfill would be closely <br /> monitored. It is anticipated that approximate bird count records would be maintained by the <br /> landfill operator and reported to the City on a to-be-determined basis. This issue is further <br /> discussed later in the Land Use,Planning and Policies section of this EIR. <br /> Litter Control. Compaction and covering of refuse as soon as possible after it is deposited would <br /> greatly reduce the amounts of blowing litter. Inevitably, some light materials such as paper and <br /> film plastics,would escape from the working face. Strategically placed portable litter control <br /> fences may be used to reduce the amount of blowing litter. In addition,the orientation of the <br /> working face to the downwind side of prevailing winds would help reduce litter. <br /> Theo operator is responsible to assign personnel to pick-up litter and debris from the site. Areas <br /> Pe P g P P P <br /> that would be patrolled and cleaned up by the litter crew include: <br /> • Little John's Creek; <br /> • portable litter control fences; <br /> • the landfill perimeter,both inside and outside the landfill fence; <br /> • the access and entrance road to the landfill where arriving refuse haul vehicles may cause <br /> some litter; <br /> ® buildings, where the wind may deposit debris;and <br /> II.29 <br />
