I1. Project Description <br /> Odor. The primary means of controlling odor at the landfill would be through the application of <br /> cover material. Through the landfill gas management plan,landfill gas generated by the <br /> decomposition of the buried refuse would be captured and combusted. Combustion of the gas <br /> would destroy most of the odorous components therein. <br /> Rm Refuse can sometimes be flammable and in some Lases cause spontaneous aneous combustton <br /> . <br /> Small surface fires or hot loads that area spotted in the waste collection vehicles or on the ground <br /> would be moved to an isolated area if possible. The burning material would be covered with soil <br /> and compacted. Equipment fires would be put out by a fire extinguisher,soil,or any built-in fire <br /> suppression system. An on-site water tank truck and emergency assistance would also be <br /> available. Water would come from the on-site water well. <br /> Traffic. On-site traffic would be controlled by traffic signs along the entrance road and initial <br /> vehicle routing would be conducted by the scale house attendant. Depending on traffic volumes <br /> at the working face,traffic would be controlled by an attendant or grading equipment operator. <br /> Environmental Monitoring <br /> rEnvironmental monitoring would be conducted to verify the landfills conformance status with <br /> respect to current regulations and permits. Monitoring would include groundwater,surface <br /> water,leak detection,landfill gas,hazardous waste and operations. <br /> Groundwater Monitoring. The landfill has had a groundwater monitoring program since <br /> December 16, 1977. There are 13 monitoring wells, MW through MW 13,and two water <br /> supply wells,Water Supply Well (WSW) and West Water Supply Well at the landfill. Ten of the <br /> monitoring wells are downgradient of the landfill (MW1,MW4, MW6,and MW7 through 13) <br /> and three are located upgradient(MW2,MW3,and MW5). The landfill is currently under a <br /> Corrective Action Plan for groundwater contamination(volatile organic compounds). The <br /> existing monitoring program is further described in the Regional Water Quality Control Board <br /> (RWQCB)Order No. 92-143 (RWQCB, 1992). <br /> The water supply well,WSW,has been decommissioned in compliance with Waste Discharge <br /> Requirements Order Number 90-122 because of contamination. This monitoring would be a <br /> continuing activity which would provide a key focus toward future groundwater monitoring <br /> activities. <br /> U.31 <br />
