III. ENVIRONMENTAL SETTING,IMPACTS,AND MITIGATIONS <br /> Knowledge of the environmental setting(existing conditions)is critical to the assessment of <br /> environmental impacts. CEQA Guidelines Section 15125 requires "a description of the <br /> environment in the vicinity of the project,as it exists before the commencement of the project, <br /> from both a local and regional perspective." In order to create a point of reference for assessing <br /> the environmental impacts of the proposed project,this EIR describes the local and regional <br /> setting,including the manner in which the property is currently being used. <br /> In this section the environmental impacts of the proposed project are identified and classified as <br /> Significant, Adverse,or Beneficial. According to CEQA Guidelines Section 15382,a significant <br /> impact is ". . . a substantial, or potentially substantial, adverse change in any of the physical <br /> conditions within the area affected by the project. . ." For each category of physical conditions <br /> evaluated in this EIR,criteria for significance have been developed,using the CEQA Guidelines, <br /> City of Stockton standards and policies,or the significance thresholds of federal,state, <br /> regional,or local agencies. Impacts classified as Significant meet the criteria for significance <br /> developed(and presented in this section)for each category of physical conditions. Impacts that <br /> are adverse but not significant(because they do not meet the significance criteria) are labeled <br /> Adverse. Impacts that have a beneficial effect on the environment are labeled Beneficial. <br /> CEQA Guidelines Section 15126(c)states that an EIR ". . . shall identify mitigation measures for <br /> each significant environmental effect. . ." Mitigation measures are not required for <br /> environmental impacts that are adverse but not significant. In this EIR,mitigation measures are <br /> identified(where feasible)for all of the impacts labeled Significant, and for some of the impacts <br /> labeled Adverse. <br /> Each impact identified is numbered; mitigation measures identified for that impact are assigned <br /> the same number. As required by CEQA,each mitigation measure is classified as Proposed as <br /> Part of the Project,or Identified in(preparation of)this Report. <br />
