III. Environmental Setting, Impacts, and Mitigations <br /> A. Land Use,Plans and Policies <br /> A. LAND USE,PLANS AND POLICIES <br /> SETTING <br /> Land Use <br /> Agricultural Potential of the Site <br /> On-site soils in the expansion areas of the project site are designated as "prime" in the <br /> San Joaquin County General Plan. The agricultural areas are currently in use for row-crop <br /> cultivation. The entire project site is located within the California Department of Conservation <br /> Farmland Mapping and Monitoring Program. (Refer to Section III.J,Geology, Soils and <br /> Seismicity,for further discussion of agricultural viability of site soils.) <br /> Existing Uses on Adjacent Lands <br /> Land uses within 1,000 feet surrounding the existing and proposed landfill site include <br /> agriculturally-used lands,the Forward,Inc.Landfill south and southeast of the site, and the <br /> Northern California Youth Center and an associated prison for women north of the project site. <br /> Two residences are located within 1,000 feet of the site;one residence is.within the proposed <br /> expansion area(Brocchini Property) and the second is approximately 500 feet east of the <br /> southeast corner of the proposed expansion site. The Stockton Metropolitan Airport is <br /> approximately one and one-half miles northwest of the project site(see Figure III.A.1). <br /> The Forward,Inc.Landfill is a 157-acre Class III landfill adjacent to the southeast boundary of <br /> the proposed Austin Road Landfill expansion area. The site includes landfill waste management <br /> areas for waste treatment and disposal; a transfer station/resource recovery facility for <br /> separating, sorting and recycling activities; and,storage and support areas. Access to the facility <br /> is through Austin Road near the northeast boundary of their site. The Forward,Inc.Landfill is <br /> proposing to convert some Class III disposal areas of the site to Class II use. <br /> Planning <br /> City of Stockton General Plan <br /> Section 15125 of the California Environmental Quality Act(CEQA)Guidelines requires an EIR <br /> to identify any inconsistencies between a proposed project and applicable local,general and <br /> III.A.1 <br /> i <br />
