III. Environmental Setting, Impacts, and Mitigations <br /> A. Land Use,Plans and Policies <br /> regional plans. The existing landfill site is owned and operated by the City of Stockton and has <br /> been annexed by the City from San Joaquin County. [Mike Miller,is this true?] The City has <br /> acquired the proposed expansion area to the north from the CYA, although this land is part of the <br /> unincorporated County. The proposed expansion area to the south(Brocchini Property)would be <br /> acquired under the project. These properties would not need to be annexed because according to <br /> a recent court case,the City is exempt from zoning requirements and conformance with the <br /> County's General Plan(Miller, 1993). [Mike Miller will add text regarding this issue] The <br /> proposed project site is also within the Planning Area boundaries,urban services area and the <br /> future growth area set forth in the City of Stockton General Plan. Consequently,the project <br /> would be subject to the goals,guidelines and policies established in the City of Stockton General <br /> Plan. Following are relevant policies of the Stockton General Plan,along with interpretive <br /> analysis of how the proposed project may or may not be in conformance with those policies. The <br /> existing City of Stockton General Plan City Limits Map does not show the existing Austin Road <br /> Landfill as having been annexed by the City. <br /> Urban Growth and Overall Development <br /> Goal 4: Promote and maintain environmental quality and the preservation of agricultural land <br /> while promoting logical and efficient urban growth. <br /> Policy 1: The wasteful and inefficient sprawl of urban uses into agricultural lands surrounding <br /> the urban area should be avoided by regulating the location of urban uses through the <br /> Urban Growth and Overall Development policies to minimize the consumption of <br /> agricultural land and other open areas containing valuable natural resources or scenic <br /> beauty. <br /> The proposed project would not represent"wasteful"or"inefficient"encroachment of urban uses <br /> onto County agricultural land because the proposed expanded landfill operation would not be <br /> compatible in areas with existing urban uses. <br /> City Concept and Design <br /> Goal 2: Develop a balanced and complete community in terms of land use distribution and <br /> densities,housing types and styles,job opportunities and opportunities for social and <br /> cultural expression. <br /> Policy 2: Business and industry should be encouraged to provide job opportunities for <br /> members of Stockton's work force. <br /> The proposed project would create short-term construction employment and extend the duration <br /> of long-term landfill and landfill-support employment in the area. <br /> HI.A.3 <br />
