AIR QUALITY <br /> G.1 Landfill equipment and earth moving (a)Water the working face,excavation LS <br /> activities on-site would generate fugitive area,storage pile,unpaved roads,and all <br /> dust. (SIGNIFICANT) unvegetated soil areas frequently,adding a <br /> dust palliative(a non-toxic chemical <br /> suppressant,such as magnesium chloride <br /> (MgC12)that attracts water molecules from <br /> the air),thereby keeping the surface wet <br /> for a longer period. Regarding the <br /> watering of the working face,a balance <br /> must be made between dust control and the <br /> generation of additional leachate. The <br /> landfill operator shall monitor dust levels <br /> and levels of leachate generated to <br /> determine when and where water should <br /> be applied. <br /> (b)The project sponsor shall seek to <br /> minimize the extent of areas exposed to <br /> wind erosion. Exposed surfaces, including <br /> stockpiles and other bulk materials with <br /> the potential to emit dust shall be <br /> stabilized with the application of water, <br /> chemicals,covered,or vegetated to the <br /> extent possible in accordance with the <br /> SJVUAPCD's Regulation 8030. On windy <br /> days,when dust plumes are present, active <br /> faces shall be watered down. <br /> (c)Plan and phase construction and <br /> closure operations such that they do not <br /> take place simultaneously on dry windy <br /> days. Schedule dusty activities on separate <br /> days. <br /> (d)Design the site filling plan to facilitate <br /> screening of the active face from <br /> prevailing winds,whenever possible,to <br /> minimize the amount of wind blown dust <br /> released from the working face. <br /> (e)Haul trucks carrying airborne material <br /> shall be covered during transport and <br /> sprayed with water prior to dumping if it is <br /> shown that this would reduce dust <br /> emissions A..-:-- <br /> 22 <br /> urin 22 <br />
