Box 388 <br /> Stockton, CA 95202-0388 <br /> Subject: Transmittal of State Inspection Report—Forward Inc. - Facility File No. 39-AA- <br /> 0015 <br /> Dear Ms. Heran, <br /> California Integrated Waste Management Board(CIWMB) staff conducted a State <br /> inspection of the Forward Inc. landfill on August 22, 2002. This was completed pursuant <br /> to Division 30, Public Resources Code, Sections 43219(a) and 43220. A copy of the <br /> State inspection report is enclosed. A copy of this correspondence has also been <br /> forwarded to the facility operator. <br /> The facility was evaluated for compliance with applicable sections of Division 30 of the <br /> PRC (30 PRC); Title 27 California Code of Regulations (27 CCR), Chapter 3 - Criteria <br /> for All Waste Management Units, Facilities, and Disposal Sites, and Chapter 4 - <br /> Documentation and Reporting For Regulatory Tiers, Permits, WDR's, and Plans. <br /> No violations or areas of concern of 30 PRC or 27 CCR were noted. A check of the <br /> facilities gas monitoring results indicated a reading of 4.1 percent methane by volume in <br /> Gas Probe 3B, which is below the 5 percent lower explosive limit (LEL). However, <br /> methane readings exceeded the LEL in June and July. CIWMB staff understands that the <br /> operator recently submitted a Gas Monitoring Probe Working Plan to the LEA. It is <br /> advised that your staff continue to monitor the gas levels at Forward Landfill diligently. <br /> As always,this office is available to assist you.
