Austin Road Landfill Edon Project EIR Comments and Respons* <br /> es020ses to San ioaquin Gountx Public HeAlth Services.En3ironmen1W Health Div ion letter <br /> Response to Comment 1: The San Joaquin County Development Title requirements identified in the <br /> comment have been integrated into the EIR Project Description,as follows: <br /> California Lte <br /> 31W 3yasteManggsmen1 Board(tti )-The C is required to review <br /> and approve the Solid Waste Facilities Permit(SWFP),which regulates the manner in which the <br /> facility is to be operated. The applicant would be required to contact the CIWMB and make <br /> application to transfer ownership of the facility. The applicant also would be required to revise <br /> the Report of Disposal Site Information(RDSI)to reflect the change in ownership and facility <br /> contacts, including proposed changes in operation. <br /> 1.6991 EnforcementAEencv(LEA)-The LEA would issue the SWFP and enforce its provisions. <br /> The California Integrated Waste Management Board is currently the LEA for the Austin Road <br /> Landfill,but after transfer of ownership to a private firm,San Joaquin County Public Health <br /> Services would become the LEA. The CIWMB has issued and approved a SWFP for the Austin <br /> Road Landfill. <br /> State Water Recourcn Control Board(S)A7RCB)/Central Valley Regional Water Quality Control <br /> Board(CVRWOCB)-The Water Board has the authority to issue a revised Waste Discharge <br /> Requirement,with a new monitoring and reporting program. The Water Board issued a Waste <br /> Discharge Requirement in 1996 that remains valid. A water quality assessment is also required <br /> by the Board due to the proposed relocation of Little Johns Creek,and has been prepared by the <br /> City of Stockton and accepted by the Water Board. The applicant also would be required to <br /> contact the CVRWQCB and make application to transfer ownership of the facility. <br /> San Joaquin Valley Unified Air Pollution Control District(SJVUAPCD)-SJVUAPCD issues a <br /> Permit to Construct and a Permit to Operate if and when a flare facility for landfill gas is <br /> implemented at the landfill, and may establish and enforce rules pertaining to dust,odors and <br /> other emissions. The applicant also would be required to contact the SJVUAPCD and make <br /> application to transfer ownership of the facility. <br /> Y <br /> 60 <br />
