Austin Road Landfill E*ion Project EIR Comments and Responses <br /> EffLpom to San To Wn CMIX Solid Waste Division Comments <br /> Response to Comment 1: The following is added to the end of Mitigation B.3 in both text and summary <br /> sections to assure that project lighting does not adversely affect operations at the Stockton Airport: <br /> (e) The Stockton Airport management shall be provided with project lighting plans for review <br /> and comment. Modifications to the lighting plan shall be made as necessary to avoid conflicts <br /> with airport operations." <br /> Response to Comment 2s Mitigation(a)for Impact L.2 has been revised to read as follows(SEIR p31): <br /> 4`17.le ' landfill operator would continue the City of Stockton's load <br /> checking program to discourage the improper disposal of hazardous materials." <br /> Response to Comment 3: Comment noted. The use of a qualified biologist to monitor the proposed <br /> biological mitigation measures is incorporated into the project Mitigation Monitoring and Reporting <br /> Program. <br /> Response to Comment 4: See Response to Comment 2,above. <br /> Response to Comment 5: The first sentence of the first paragraph under"County of San Joaquin"on p. <br /> 51 of the WEIR is corrected as follows: <br /> "After the landfill reverts to County jurisdiction,the <br /> n Local Enforcement Agency(San Joaquin County Environmental Health Division) <br /> would assume responsibility for the local regulatory and monitoring functions now fulfilled by <br /> the City of Stockton." <br /> Response to Comment 6: The traffic generation rates used in the DSEIR include estimates of all haulers <br /> (licensed haulers and self-haulers)projected to use the expanded landfill. <br /> Response to Comment 7: The referenced programs are proposed for continuation under County <br /> jurisdiction. They are identified in the mitigation measures,for example provision of bottled water is <br /> included in Mitigation K.10. (see DSEIR p.30). The Mitigation Monitoring and Reporting Program <br /> would be the vehicle for assuring continuation of these programs. <br /> ~ 62 <br />
